TOWN OF MILLSTON SPECIAL BOARD
MEETING MINUTES8-1-17
The Town of Millston Board members met on Tuesday, August 1st at the Community Center 7:00pm. Meeting called to order by Dan at 7:05pm. Board Members present: Dawn Wojtyla, Clerk, George Riedel, Supervisor 1, Michael Yahn, Supervisor 2.
Guests present: Daniel Diehn, Attorney, Tim Jacobson, Attorney, Tom Lister, Attorney
Discussion of Regulating Noise Ordinance (Offensive Industry) Action Expected
After brief discussion Motion made by George to Adopt Ordinance 7-17-1 Regulating Noise as amended seconded by Mike. Motion Carried. Changes will be made by Attorney Daniel Diehn.
Discussion of Regulating Vehicle Idling and Emissions Ordinance (Offensive Industry) Action Expected
After brief discussion Motion made by George to Adopt Ordinance 7-17-2 Regulating Vehicle Idling and Emissions pending changes of recommendations discussed prior to motion, seconded by Mike. Motion Carried. Changes will be made by Attorney Daniel Diehn or include prior to Motion. Discussion was had regarding correcting penalty amounts and to include language that a violation is a public nuisance.
Motion by George to adjourn into CLOSED SESSION for discussion with Legal Counsel regarding threatened or pending litigation, seconded by Mike. The Town of Millston Board will not return to open session.
Motion to adjourn CLOSED SESSION at 8:41 PM made by George, seconded by Mike. Motion carried.

TOWN OF MILLSTON BOARD MEETING MINUTES 8-16-2017 The Town of Millston Board members met on Wednesday, August 16, 2017 at the Community Center. Meeting called to order by Dan at 6:31 pm. All Board Members present: Dan Smrekar, Chairman, Dawn Wojtyla, Clerk, Mary Ann Wojtyla, Treasurer, George Riedel, Supervisor 1, Mike Yahn, Supervisor 2.
Minutes from 7-11-17 were read, Motion to approve made by George, seconded by Mike. Motion carried.

CLERKS REPORT ? Check/voucher number 15912 and 15951 for a total of $44,488.71. ? Administrave Permit issued to Mosser Lee to construct a 60X90 pole building estimated at $70,000. • Motion to accept the clerks report made by George, seconded by Mike. Motion carried.
TREASURERS REPORT • Mary Ann reported checking account balance as of 7-31-17 is $99,792.97 with ending cleared 15924. • No changes in CD’s. • Motion to accept treasurer’s report made by George, seconded by Mike. Motion carried.

SHERIFF PATROL REPORT ? Deputy Nick Kyser introduced himself as a new deputy for the Town of Millston. Deputy Kyser will be sworn in by Dawn on Thursday, August 17th, 2017.

REVIEW REPORT FROM DELMORE CONSULTING ? Jeff Delmore was present and gave the board a presentation of the work that he compiled and completed regarding the Road Surface Mapping and Condition Report for the Town. A hard copy was given to the board and an electronic version will be sent in the near future. Board to review report and let Jeff know of any discrepancies that need to be addressed. Jeff will update records with the State of Wisconsin.

STORM DAMAGE/BILLS FOR MILLSTON PROPERTY ? Gerald Schaller representing the Park Commission provided the board with a bill paid for by the Park Commission to French Creek Flags & Flag Poles for $965.00 indicating that there was damage caused by the June storm. Dan indicated that a check should be cut for the park commission to reimburse them for this cost and then submit the cost to our insurance company. Gerald submitted an Estimate from Pooh Bear Painting and Roofing regarding storm damage to the roof of the park shelter that will need to be submitted to the town insurance company. The board requested that further estimates should be obtained re: replacing the roof with metal vs shingles. Gerald also indicated that the park lost a tree due to the storm and is wondering if that would be covered by insurance. It was also discussed that the old Town Hall sustained storm damage to the roof and should be addressed.

LIQUOR/OPERATOR LICENSES • N/A

ROADS/DAVIDS REPORT • Board reviewed current Equipment issues, road projects and Dave’s monthly report. • The Board has agreed that there will be NO FALL CLEANUP this year.


OLD BUSINESS ? N/A
NEW BUSINESS ? George Dinger was present and asked the board why the town is not compacting their garbage and recycling. The county currently picks up our recycling and card board at no charge to the town. Dawn will call MDS and request information and costs involved regarding a compactor and pusher and see if this is something that the town could benefit from.
