TOWN OF MILLSTON BOARD MEETING MINUTES
4-18-2017

The Town of Millston Board members met on Tuesday, April 18, 2017 at the Community Center. Meeting called to order by Dan at 8:17 pm. Board Members present: Dan Smrekar, Chairman, Dawn Wojtyla, Clerk, Mary Ann Wojtyla, Treasurer, George Riedel, Supervisor, Mike Yahn, Supervisor 2.
INSTALLATION OF NEW OFFICERS 2017-2019 TERM
*Certificate of Election completed and Official Oath administered.

Minutes from 3-15-2017 were read, Motion to approve made by George, seconded by Mike. Motion carried.
CLERKS REPORT
Check/voucher number 15764 thru 15828 for a total of $21,624.26. Motion to accept the clerks report made by George, seconded by Mike. Motion carried.
TREASURERS REPORT
Mary Ann reported checking account balance as of 3-31-17 is $72,540.72 with ending cleared 15803.
No changes in CD's.
Motion to accept treasurerís report made by George, seconded by Mike. Motion carried.
LIQUOR/OPERATOR LICENSES
Provisional License granted to Kayla Hojnacki for Tina's 400 Club. Applications for Regular Operator License submitted by Kayla Hojnacki - 400 Club. Motion by George to approve Operator license as presented, seconded by Mike. Motion carried.
FIREWORKS
Dan signed the Fireworks Permit for Scott Lauterbach/J&M Displays Inc to be done on Lake Lee July 3rd, 2017 from 10:00pm to 10:30 pm. Approved permit forwarded to Mark at J&M.
SAND MINE ORDINANCE
Business Regulations Non-Metallic Mining Ordinance will need a couple of revisions however, Motion made by Mike to enact the current ordinance as presented, seconded by George. Motion carried.
ROADS/DAVIDS REPORT
Board reviewed current Equipment issues, road projects and Daveís monthly report.
Current plan is to have David work for the Park on Fridays, however if rain is in the forecast days may need to be manipulated to get grass cut.

The Town of Millston held its Annual Town meeting on Tuesday, April 18, 2017 at the Community Center 6:30pm. Meeting called to order by Dan at 6:31pm. All Board Members present: Dan Smrekar, Chairman, Dawn Wojtyla, Clerk, Mary Ann Wojtyla, Treasurer, George Riedel, Supervisor 1, Michael Yahn, Supervisor 2.

12 residents present/signed in.

MEETING MINUTES FROM APRIL 2016
Minutes read from April 19, 2016 read. Motion to approve made by Mary Bunde, seconded by Sue Vanderhayden. Motion carried.
NEXT ANNUAL BOARD MEETING
Mary Bunde made a motion to have the Next Annual meeting on the Third Tuesday of April 2018, being April 17th, 2018 at 6:30pm , seconded by Lynn Stratton. All in favor. Non opposed. Motion carried.
ANNUAL FINANCIAL REPORT REVIEWED
2016 Fiscal Report was provided for review. Motion to accept the 2016 Financial Report made by Sue Vanderhayden, seconded by Gerald Schaller. Motion carried.
SNOWPLOWING FEES
Motion made to keep the upcoming 2017-2018 Winter Snow Plowing the same as 2016-2017. $80.00 for Private Residents, Business $50.00/Hour - Payments made after November 15th will be charged a $25.00 late fee. Please contact Mary Ann, treasurer for more information. Motion made by Mary Bunde and seconded by Sue Vanderhayden. Motion carried
PARK COMMISSION
Gerald Schaller presented the board with the most recent park meeting minutes and possible renovations/projects for the upcoming year. Motion made by Mike to accept the park commission report as presented, seconded by George. Motion carried.
MISCELLANEOUS
Sue Marcou would like to get a new lock for the museum room and to have a key to the cc for access for volunteers working on the museum room. Motion made by Mike to approve the above request, seconded by Dan. Motion carried.
Sue also asked about who enforces the Town Ordinances. The Town of Millston follows the County Zoning Ordinances and so Terry Schmidt from Zoning is who to call if there are situations needing to be addressed. The Town has also contracted with the JC Sheriff's Department and they are also permitted to enforce our county and town ordinances.
David Epstein mentioned that Mary Mills would be willing to talk with someone regarding the Millston Union Church needs.
David Epstein also discussed the public hearing that was held in Tomah in regards to the Watershed Permit approval for Meteor Timber and the concerns raised and addressed during the hearing. David also brought in water samples provided by a Wisconsin resident who currently resides next to a current sand mining operation. A packet was provided addressing Meteor Timber, LLC sand mine truck route creating dangerous safety concerns in the Town of Millston and giving an alternate route that would be a safer choice than traveling thru the Town of Millston.
Gerald Schaller requested that a 25 mph sign be put up by his campground going west to help slow people down.
TOWN ROADS, ETC
Larry Zarhte voiced concerns with David N. and whether Snow Plowing his own driveway while on town time was something the board approved of. Mike indicated that snow plowing his driveway was a part of his benefit package as well as being able to keep and cash in the aluminum cans from the recycling center.
Motion to adjourn made by Mary Bunde, seconded by Gerald Schaller. Meeting adjourned 8:15pm.
